La spécificité des 4 situations, la mutation en logements sociaux d’appartements bourgeois il y a une vingtaine d’année, par un savant jeu de divisions, création de cloisons, cuisines, salles d’eau, réseaux, l’adaptation des parties communes, rend difficile l’application d’une méthodologie uniforme et massive pour mener à bien les ambitions du projet de réhabilitation. C’est par un travail de relevé exhaustif, d’investigations techniques patrimoniales et d’usages, dans un cadre d’échanges réguliers tout au long de la phase étude, que le projet pourra se construire, être légitimé et concrétisé. Le délai d’étude proposé par la RIVP est en cohérence avec ce temps de l’inventaire et de l’échange, démontrant une démarche volontaire permettant d’établir le programme travaux le plus ad ’hoc, initié de l’intérieur. C’est sur ce point que la démarche est innovante, loin des programmes « copiés/collés » que la rénovation thermique inspire parfois. La répartition des logements sociaux, fruits de la division de grands appartements, mais aussi par l’assemblage de chambre de service est le résultat d’une négociation spatiale et technique entre immeuble historique et programme contemporain normatif. C’est ce récit qu’il va falloir d’abord exhumer pour en faire une critique objective et constructive, afin de faire projet dans la continuité plutôt qu’en rupture. Le taux d’occupation des logements et locaux commerciaux, sans possibilité de tiroirs, impose la mise en place d’un dialogue étroit avec les habitants, afin de comprendre et tout autant d’expliquer, d’échanger les expertises respectives, afin qu’à terme, chacune des tâches du chantier à mener soient comprises, admises. Montreuil est un espace public fédérateur entre Paris, Montreuil et Bagnolet. Pensée comme une place métropolitaine elle va s’ouvrir à de nouveaux usages tout en s’inscrivant en continuité du paysage existant de la ceinture verte parisienne. Ce carrefour dédié à la circulation automobile&nbsp; deviendra un lieu de destination pour les habitants et usagers des quartiers&nbsp; alentour. Dans le cadre de notre réflexion sur le secteur 3, il conviendra de réfléchir&nbsp; à la façon d’interagir avec cette nouvelle condition métropolitaine en animant&nbsp; l’espace public par les rez de chaussée tout en tenant compte de la forte dimension&nbsp; domestique et habitante des HBM.La transformation du quartier est en cours. Elle a été amorcée en 2012 par la création&nbsp; du tramway qui a radicalement changé l’image des Maréchaux en une centralité&nbsp; linéaire animée et pacifiée. Plus récemment le NPNRU des Portes du 20ème engage&nbsp; une transformation profonde de l’espace public à l’instar de la future nouvelle&nbsp; place mais aussi des aménagements de voirie et de végétalisation qui améliorent&nbsp; considérablement la mobilité et la cadre de vie des habitants du quartier. Au coeur&nbsp; des îlots bâtis les actions de transformation de l’espace public sont en cours à l’image&nbsp; du secteur 2 et de l’ensemble Felix-Terrier qui piétonnise une voie carrossable aux&nbsp; abords de crèche et local associatif. Ce context favorable et dynamique autorise&nbsp; à nous questionner sur le devenir de la rue Auguste Chapuis et du square Chéret.Avec plus de 4000 associations, le&nbsp; vingtième est le troisième arrondissement le plus doté de Paris. La vitalité du tissu&nbsp; associatif contribue largement à la richesse d’un quartier. Les habitants prennent&nbsp; part à la vie citoyenne, créent du lien et engagent des actions de solidarité.&nbsp; Le niveau de paupérisation élevé du quartier conduit la ville de Paris à inscrire&nbsp; les Portes du Vingtième dans la liste des quartiers prioritaires éligibles aux&nbsp; financements d’actions mises en place par les associations locales. La diversité&nbsp; et le nombre d’associations présentes conjointement à une politique de la ville&nbsp; volontaire est un terrain très favorable à l’élaboration de synergies innovantes à&nbsp; même de dynamiser la vie du quartier et particulièrement celle de l’îlot du secteur 3 et son programme d’habitat inclusif.Paris Habitat a mis en place une stratégie opératoire visant à coordonner plusieurs&nbsp; projets afin de livrer son vaste programme de rénovation en adéquation avec la&nbsp; progression des projets d’aménagement de la Ville de Paris.&nbsp; A cet effet les secteurs 1, 2 et 3 sont&nbsp; pilotés par une direction unique qui engage une vision stratégique, technique et programmatique claire dans laquelle nous souhaitons nous inscrire car elle est&nbsp; garante de la cohérence et de la qualité du projet dans son ensemble. Le projet consiste à retrouver son esprit originel, en retravaillant les proportions des ouvertures, en restaurant les appareillages de pierres, en remplaçant les menuiseries en PVC par des volets bois, en reprenant les enduits de façade. Conformément au PLU le projet prévoit le remplacement de la couverture en tuile mécanique par de l’ardoise. Nous souhaitons apporter un soin particulier au traitement des détails, celui des gouttières, des descentes EP, de la zinguerie. En ouvrant la façade sud et en isolant nous souhaitons rendre la maison plus performante sur le plan énergétique afin qu’elle profite pleinement du climat océanique. Côté ouest, à l’arrière de la maison existante, en remplacement de l’extension des années 2000, le projet prévoit la création d’une annexe de plein pieds parfaitement alignée sur les façades de la maison d’origine. Réalisée en maçonnerie enduite en blanc et couverte en ardoises, les pentes de sa toiture reprennent celle de la maison existante. Afin de lier et distribuer les différents éléments du programme nous imaginons une galerie étroite allant d’est en ouest, en bois, telle une charpente de bateau. Ce bâtiment de 1938 révèle de très grandes qualités constructives et spatiales. La composition en deux corps de bâtiments traversants, reliés par une aile centrale formant deux cours intérieures, offre une typologie aux potentialités remarquables.Le projet spatialise une « infrastructure capable », répondant au programme et à des usages multiples. Il propose une série d’actions qui visent à une transformation et à une adaptation du support bâti afin d’augmenter les possibilités d’aménagement et la diversité de programmations. Ainsi, l’aile centrale est remaniée pour décongestionner le cœur du bâtiment. Deux trames sont démolies, afin d’augmenter le linéaire de façade et apporter plus de lumière naturelle dans les cours intérieures. La trame conservée fait le lien entre le bâtiment Jeanne d’Arc et le bâtiment Écuyère, devenant une circulation augmentée, une galerie. Les circulations verticales sont conservées, afin de relier fonctionnellement tous les niveaux des deux bâtiments et de conserver le potentiel de réversibilité de l’existant. Le projet transforme un immeuble de bureaux archétypique des années 80 , situé dans le centre de Viroflay, en 32 logements sociaux : tirer parti de la rationalité du mode constructif du bâtiment, de la structure poteaux dalle, pour penser un projet flexible, réflexible.&nbsp; La structure permet de partir d’un plan libre pour imaginer les logements et leurs cloisonnements dans une profondeur de 17m entre les deux façades. La façade mur rideau non porteuse est proposée en réemploi, avec la conservation de l’ossature formant la grille graphique. Un jeu de remplacement des allèges associé au recul des menuiseries extérieures donne place à une nouvelle image du bâtiment désormais domestique. Au sud, la création des loggias offre un relief à la façade, évitant les surchauffes d’été grâce à l’ombre apporté par l’effet de casquette complété par des protections solaires et un espace en prolongement du logement dont l’usage reste libre.
